On November 5, 1981, he was appointed Minister of Infrastructure in the government Bouabid II. November 30, 1983, he was reappointed to the same post in the government Lamrani III. When forming the government Lamrani IV in 1985, he became Minister of Infrastructure, Vocational Training and Training of executives and in August 1992, Minister of Public Works, Vocational Education and Training frames in the Government Lamrani V. November 11, 1993, Kabbaj becomes Minister Delegate to the Prime Minister in the government Lamrani VI.
